EL PASO, TX —On Monday, August 17, the El Paso County Commissioners Court voted to
close out the current solicitations for Management and Operation of County-Owned Coliseum,
along with Sports Tourism Promotion Program Services without award and intends to reissue a
revised solicitation at a later date.
The decision follows significant interest from the vendor community and more than 200 questions
submitted during the procurement process. The volume and nature of those questions made clear
that additional operational detail is needed to ensure potential proposers have complete, consistent, and comparable information before submitting proposals.
The County recognizes and appreciates the time potential proposers have invested. Closing now,
before award, is intended to protect the integrity of the process and avoid asking proposers to
compete on incomplete or uneven information. The reissued solicitation will provide a more
complete scope and allow all interested parties to compete fairly.
Closing the current solicitation is not a change in the County’s commitment to a competitive
process. Rather, it is intended to ensure that any future proposal process is based on a clear scope
of work, appropriate operational information, and expectations that allow the County to fairly
evaluate proposals.
The County is also working to obtain additional facility, operational, financial, maintenance, and
transition-related information necessary to support a stronger future solicitation.
The current solicitations will be formally closed through the County’s Purchasing process. Future
updates regarding a revised solicitation will be made available through the County’s official
procurement channels.
